Thoi was born on April 18, 1925, in Xiamen Fukien, China, to Dao Khac Minh and Ha Thi Tu. He was married to his loving wife, Huynh Mau Don, and they shared 45 years together until her passing in 1996. Together, they had eight children and made their home in Cho Moi An Giang, Vietnam before immigrating to the United States. Thoi had a strong work ethic and provided for his family, relatives, and friends in Vietnam by owning and running a very successful business.

Thoi will be remembered for his generosity, kindness, and willingness to help all in need. He loved his family above all else and instilled the importance of family values in his children and grandchildren.
In his later years, Thoi found joy in reading about the news, watching his favorite game shows The Price is Right and Wheel of Fortune, taking an interest in the weather, and especially spending time with family.
